If I'm correct your going to need to download GameSpy arcade to connect with all the servers. Your also going to be seeing a dialogue from your Firewall (Windows) that some program is trying to gain access to the Internet. If you don't allow it, your server list will be empty.

what you need to do is download all the online patchs (just google call of duty 4 patchs) you need to download all of them up to 1.7 after you have done that you need to update your punkbuster by going to here Then it should work and dont forget to disable your firewall after good luck
