Is that 77% real broadband with a 1.5Mbps connection or the 200kbps bs that the FCC calls broadband

We have three issue here that need to be addressed. The first is ISP's have been promissing this to the country since 1998, and have yet to deliver. Second, is that high speed deployment does not seem to be on any of the ISP published road maps. Lastly, Gartner is paid by companies to hype technology, who paid for this report?
