This seems easy yet difficult at the same time. I need some clarification first.

Are the pictures sorted individually? What is the resolution and colour count of the pictures?
What frame rate do you want for the video? How many pictures do you have? What video output do you want?

I cant think of a solution yet so maybe your answers to these questions can give me some inspiration.

4 to 6 fps of 3600 pictures????!!!! that would make it 10 to 15 hours? U mind increasing the frame rate? And what I mean by output would be the format which u want it. VCD, DVD, Divx, WMV, XVID etc?

At first I would suggest Windows Movie Maker, but I do not know if it can handle so many pictures? You may need to go to some specialised professional video labs to let them handle this, I do not think there is any software or hardware you can use to do this for home users.

Oops! My calculation error.

You can try Windows Movie Maker first to see if it works.
