Hi Snorg. I do not believe this Beta version is available to the general public. After reviewing the article, "...release candidate of Windows XP SP3, the service pack recently issued to about 15,000 testers," I would assume that anyone who did not receive this directly from Microsoft downloaded it from some sort of P2P site. If this is the case, I cannot offer any help with that. Furthermore, if this Beta version was available to the public, one could download it straight from Microsoft.
I did a Google search and, sure enough, I was able to find "downloadable" versions of SP3 Beta but they were only accessible outside of Microsoft's permission. As you probably know, Beta versions are called Beta for a reason. Using beta versions of any application is done at one's own risk. Sorry, but if you truly want to test SP3, and if you were not part of the 15,000 testers, you are on your own.
