Okay, let's step back for a moment. You have listed several troubleshooting steps that you have tried so far. Is there anything you have tried that you have not listed here?
The fact that the computer shut down properly while in Safe Mode leads me to believe there is an Operating System error. However, to do a repair of Windows Vista, you must use the Windows Vista DVD.
Now, I am not sure if Toshiba provided you with the Windows Vista DVD or not but if they did not, here is
blog website that provides an .iso of a Microsoft approved Windows Vista Recovery DVD. Once burned to a DVD, this will allow you to run the repair process.
The most comprehensive site that I have seen to assist someone with a repair is
bleepingcomputer.com. Click on this hyperlink and follow the steps laid out. Unfortunately, this will not tell you what the problem was. This will just correct any issue with Windows Vista itself.
