I do not know of or have used a program to block certain applications. I just closely monitor the accounts in question for the programs installed on it.

No suggestion here, not sure what to do for you, but I just had to post about this.

I am so SICK and TIRED of Internet filters that decide they have to inspect the content from downloads. For example, ContentProtect now named NetNanny has to scan through each and every flipping file you download. So if you go to microsoft.com and download the 256 megabyte Service Pack 2, your transfer rate will not only be consumed but you'll wonder WHY is my Internet so slow? I've gone from a straight 356 kb/s rate all the way down to 200 and continues to decline all because of the internet filter. So, I wanted to find something else to use on my computer so that I could have Filtering along with fast web browsing. I did a search on google and found a program called Blue Coat K9 Web filter. This was even before I read about the post by MPH up above. The speed is amazing. Web pages open up like they are supposed to, and download speeds aren't effected by the Filter. It also has some really good categories to block out certain things. It automatically blocks out PROXY websites that kids can use to bypass filters, making it harder for kids to bypass Censorship. I've tried it and LOVE how it works.
